The project began construction in mid-September 2007.  During design, the project team conducted open houses along the alignment to inform nearby residents of the waterline project.

The first of these open houses was held on January 10th, 2007, for those living along Ocotillo Road, between Hawes Road and Recker Road.   The second open house was held on February 7th, 2007, for those living in the Pinal County area - from the CAP Canal on Ocotillo Road, west to Schnepf Road, north to Pima Road, and west to Meridian Road.  The third open house was held on February 22, 2007, for those living along the alignment on Queen Creek Road, from Meridian Road to Rittenhouse Road, then south and west to Hawes Road (please see "Project Site Plan" page for alignment photo).

In addition, prior to construction the project team provided information at the Town of Queen Creek's Transportation Open House, held on Tuesday, September 11th, at the Town Hall, 22350 S. Ellsworth Road.
